Minimum School Safety Standard MŠMT 2024
Minimum School Safety Standard MŠMT 2024 is a methodological recommendation of the Ministry of Education, Youth and Sports (No. MSMT-19322/2024-4, November 2024), which sets minimum requirements for ensuring physical safety in kindergartens, primary and secondary schools.
Defines 11 areas — from the safety analysis and plan through staff training to the school card for IZS — which the director and the founder must process in order to fulfill the obligation to ensure safety and health protection according to § 29 paragraph 2 of the School Act.

Amok and the active attacker — why the standard was created
The MŠMT 2024 standard was not created in a vacuum. Responds to attack on the Faculty of Arts of the Charles University in December 2023 — the most serious incident of the amok type / active attacker in Czech education. After him, it became clear that every school must have a prepared scenario for this type of threat, not just an evacuation order for a fire.
The standard itself does not have the term "amok" as a separate chapter. But the topic goes across areas — from risk assessment through security and coordination plan, staff training, model situation until after school card for IZS.
The reality we don't promise otherwise: an attack by an active attacker cannot be 100% preventable. The purpose of the standard and our training is reduce reaction time and thus fundamentally reduce the number of injured. It is learned — it is not improvised.

What specifically does the MŠMT standard state about the topic
- Area 6 Evaluation of the school's risk of attack from the outside and from the inside (employee, pupil, external attacker).
- Area 7 Security plan — run / hide / fight protocols, classroom lockdown, "security threatened" signal.
- Area 8 Coordination plan with PČR and IZS — who calls whom, what information to pass on in the first minutes.
- Area 9 Staff training — regular training, not a one-off lecture. MŠMT explicitly.
- Area 10 Model situation — safe practice of procedures with staff, not realistic simulation with pupils.

It is a methodological recommendation, not a directly implementing decree. But: § 29 paragraph 2 of the Education Act obliges the school to ensure safety and health protection. The standard is the most up-to-date interpretation of MŠMT how to fulfill this obligation. ČŠI normally takes into account whether the school works with the methodology. It is a practically binding framework for founders and insurance companies.
Yes. Material no. MSMT-19322/2024-4 of November 2024 replaces the Methodological recommendation on the safety of children, pupils and students in schools (MSMT-1981/2015-1). If the school has documentation according to an older methodology, it needs to be updated.
Security Analysis (Area 6) and Security Plan (Area 7). No meaningful plan can be made without analysis. Without a plan, the staff has nothing to practice. Everything else in the standard follows on from these two documents.
Nope. The safety plan, coordination plan and school card for IZS are not public. They contain specific procedures, weaknesses and data that must not be accessible outside a narrow circle of authorized persons. The school rules (§ 30 of the Education Act) and general information about the measures are public.
The current version is kept by the school principal. The files IZS (CZ Police, HZS, ZZS) have access to it at the time of intervention. The card is updated when there is a fundamental change in the disposition of the school or regime — typically once a year.
Self-help yes, if the school has sufficient professional capacity. Reality: Most principals don't have the time or methodical guidance to turn the 11 areas into a workable system. Therefore, MŠMT recommends working with a professionally qualified person — typically a security auditor. Pay attention to the difference between the documents: MŠMT standard 2024 is a school operation methodology (what to document, how to train staff, how to communicate with the founder and IZS), while ČSN 73 4400 is a technical standard focused on the planning, project and construction-technical solution of the building. The two complement each other and a professional audit covers both.
The entrance screening will take 1-2 hours. The security analysis and processing of the security and coordination plan usually takes 2-4 weeks depending on the size and layout of the school. The price is determined individually according to the scope (number of buildings, status of existing documentation, required scope of education). A specific offer will be prepared by GBH Academy after a non-binding screening.
Yes. GBH Academy conducts a school security audit that combines the MŠMT 2024 methodology and the ČSN 73 4400 technical standard and follows the MV ČR methodology for the protection of soft targets. The audit and training are conducted by former members of the URNA Police of the Czech Republic, the SOG of the Czech Army and the 601st Special Forces Group.
