Minimum School Safety Standard MŠMT 2024

Minimum School Safety Standard MŠMT 2024 is a methodological recommendation of the Ministry of Education, Youth and Sports (No. MSMT-19322/2024-4, November 2024), which sets minimum requirements for ensuring physical safety in kindergartens, primary and secondary schools.

Defines 11 areas — from the safety analysis and plan through staff training to the school card for IZS — which the director and the founder must process in order to fulfill the obligation to ensure safety and health protection according to § 29 paragraph 2 of the School Act.

Framework

The standard gives the school an operational regime, not just another document.

Director, founder, pedagogues i IZS they need the same language. MŠMT 2024 combines analysis, plan, training and school card into one system.

The documentation based on the material from 2015 needs an update to the current concept of risks, roles and communication.

The safety plan, coordination plan and school card for IZS contain vulnerabilities, contacts and procedures for intervention.

Amok and the active attacker — why the standard was created

The MŠMT 2024 standard was not created in a vacuum. Responds to attack on the Faculty of Arts of the Charles University in December 2023 — the most serious incident of the amok type / active attacker in Czech education. After him, it became clear that every school must have a prepared scenario for this type of threat, not just an evacuation order for a fire.

The standard itself does not have the term "amok" as a separate chapter. But the topic goes across areas — from risk assessment through security and coordination plan, staff training, model situation until after school card for IZS.

The reality we don't promise otherwise: an attack by an active attacker cannot be 100% preventable. The purpose of the standard and our training is reduce reaction time and thus fundamentally reduce the number of injured. It is learned — it is not improvised.

What specifically does the MŠMT standard state about the topic

  • Area 6 Evaluation of the school's risk of attack from the outside and from the inside (employee, pupil, external attacker).
  • Area 7 Security plan — run / hide / fight protocols, classroom lockdown, "security threatened" signal.
  • Area 8 Coordination plan with PČR and IZS — who calls whom, what information to pass on in the first minutes.
  • Area 9 Staff training — regular training, not a one-off lecture. MŠMT explicitly.
  • Area 10 Model situation — safe practice of procedures with staff, not realistic simulation with pupils.
  • Area 11 School card for IZS — layout plan, entrances, keys, contacts. For PČR/HZS/ZZS at the time of intervention.

Paper alone does not protect anyone. Continuity gives meaning: screening, analysis, plan, training, model situation and regular refresh.

Entrance screening

Safe procedure verification with staff. Decision-making and communication are evaluated, not theater for pupils.
