What is a soft target?
A soft target is a publicly accessible, predictably frequented location with a high concentration of people and a low level of security — such as a school, hospital, theater, office, or sports field. Because it cannot be fully protected by technical means, its security depends on people, procedures and early detection. The audit of soft targets according to the methodology MV ČR evaluates the danger of the object and proposes specific measures.
Who is the soft targets audit intended for?
For founders and operators of objects with a high concentration of people: schools and their founders (municipalities and cities), hospitals and medical facilities, social services, authorities, cultural and sports institutions and companies. The audit serves the director or security manager as a basis for decision-making and negotiations with the founder.
According to what standards does the audit take place?
We are based on the methodology of the Ministry of the Interior of the Czech Republic for the protection of soft targets, the technical standard ČSN 73 4400 and, for schools, the Minimum Safety Standard MŠMT 2024. We also take into account sectoral regulations (e.g. for medical facilities).
Is an audit of soft targets mandatory?
There is no blanket legal obligation yet. For schools, however, the Minimum Safety Standard MŠMT 2024 and for other buildings the methodology MV ČR actually create the expected standard of care — founders and insurance companies increasingly require audits.
How long does the audit take and what is the output?
Depending on the size of the object, the on-site visit usually takes 1-2 days, processing another 5-10 working days. The output is a structured security plan with prioritized recommendations, schedule and cost estimate, usable for negotiations with management and the founder.
Who performs the audit?
Auditors GBH Academy are former members of URNA Police of the Czech Republic, SOG of the Army of the Czech Republic and the 601st Special Forces Group with experience from foreign missions (Afghanistan, Bosnia and Herzegovina, Kosovo, Iraq). It is about operational practice, not theory. The organization is accredited by the Ministry of the Interior of the Czech Republic.
How much does a soft target audit cost?
The price is determined individually according to the type, size and scope of the object. Approximate: online consultation from CZK 3,900, one-day on-site inspection from CZK 15,000, comprehensive audit with written output from CZK 49,000.
