A soft target in practice
Practical output
Methodology MV ČR we convert to a specific operation. A hospital reception needs a different procedure than a theatre, library or sports ground.
01
What the MV ČR methodology considers a soft target. Attack types (armed attacker, vehicle, IED, secondary attack) and attacker types (instrumental, expressive, psychotic).
02
Participants will practically assess their own organization: entrances, internal zones, evacuation routes and collection points. We will prepare scenarios according to the type of operation.
03
Reception, security and other frontline staff: how to recognize a threat, de-escalate, report an incident and work with management. We don't expect heroism, we rehearse a structured response.
04
What the Police of the Czech Republic and HZS need to know in the first minutes. Structured reporting by phone, transfer of identification data and taking over communication by a professional negotiator.
05
A safe model situation with extras in your building. Three rounds, analysis after each. No mock attacks and no pressure on the participants: we practice decision-making.
06
Safety plan, coordination plan with IZS and incident records. After-Action Review and crisis communication with staff, clients and the media.
Methodology MV ČR is the same, environment and risks are different.
A soft target is a publicly accessible object with a high concentration of people and a low level of technical security. These are typically schools, hospitals, theaters, libraries, social services, offices and sports grounds. The security of these places depends mainly on people and procedures, not on physical barriers.

Aktivní útočník je jeden konkrétní typ hrozby. Ochrana měkkých cílů je širší a zahrnuje i sekundární útoky, krizovou komunikaci, dokumentaci, koordinaci s IZS a kontinuitu provozu. Doporučujeme začít ochranou měkkých cílů a pro personál první linie ji doplnit programem Aktivní útočník.
Pro Český rozhlas jsme zpracovali analýzu ohroženosti měkkého cíle, pro Národní divadlo bezpečnostní posouzení a pro kancelář veřejného ochránce práv audit a přípravu personálu. Další reference chráněné dohodou o mlčenlivosti (NDA) sdělíme na vyžádání.
For any organization that meets the definition of a soft target. It will help the institutions with the first line (reception, security, health workers) and management responsible for crisis preparedness the most. Smaller organizations need 1 day, larger institutions usually need a 2-day program.
From CZK 79,000 (1 day, up to 20 people). We calculate multi-day programs and programs for institutions with multiple objects individually.
Footage from real operation: entrances, movement through the building, model situation and analysis.
What next
Write the type of organization, the number of objects and the preliminary deadline. We will contact you with the program and calculation.
Send a brief inquiry. We will come back with a date and calculation.
