ČSN 73 4400: crime prevention and school safety management

ČSN 73 4400 is the Czech technical standard "Crime prevention - safety management during planning, implementation and use of schools and school facilities", valid since September 1, 2016. It was developed by the technical committee TNK 148 in cooperation with the Ministry of the Interior. It sets out how to judge and manage security risks school buildings: perimeter, entrances, internal zones, evacuation i camera system.

FAQ for ČSN 73 4400
The technical standard itself is not legally binding. It becomes binding when it is specified by an implementing regulation or other legal reference. Section 29, paragraph 2 of the Education Act requires the school to ensure safety and health protection. ČSN 73 4400 is the most up-to-date professional interpretation of how to fulfill this obligation in building and regime planning. Courts, insurance companies and building authorities take the standard into account.
When building a new school, more extensive reconstruction, changing the layout, supplementing security elements (entrances, cameras, evacuation solutions) or during a school security audit. For a building in operation, it is a methodological framework for audit and regime measures.
Nope. The standard deals with safety management during the planning, implementation and use of the school. It covers the division of public and private space, fencing and perimeter, entrances and reception, internal zones and movement mode, evacuation routes, camera systems, fire safety solutions, lighting and visibility.
ČSN 73 4400 is a technical standard for design, construction solutions and physical measures. The minimum standard MŠMT 2024 is the methodology of operation: documentation, records, planning procedures, education and communication with IZS. A professional audit uses both documents simultaneously.

The standard is intended for schools and school facilities. There are specific MV ČR industry methodologies for these objects (soft target protection).
