ČSN 73 4400 — crime prevention and school safety management

School building — environment for safety training

School building security

ČSN 73 4400 is the Czech technical standard "Crime prevention — safety management during the planning, implementation and use of schools and school facilities", valid since September 1, 2016. It was developed by the technical committee TNK 148 in cooperation with the Ministry of the Interior and determines how to assess and manage security risks school buildings — from the perimeter and entrances through internal zones and evacuation until after camera system.

Fencing and perimeter of the object during a security audit

Perimeter · entrance · zone

The risk always manifests itself in a specific place in the building.

Subject of the standard

ČSN 73 4400 is the building's security blueprint.

The standard addresses how the risk penetrated the space: perimeter, entrances, zones, surveillance, escape routes and visibility. A well-done audit turns it into a plan of steps, not just a citation of a standard.

01

Assess threats

Burglary, vandalism, aggressive visitor, assault, fire, crowd and regime weaknesses.

02

Divide the space

Clear boundaries of public, semi-public and private space with movement rules.

03

Control inputs

Main and secondary entrances, reception, visitor identification and access control.

04

Prepare an escape

Evacuation routes, visibility, lighting and connection to fire safety solutions.

What exactly does it solve?

The standard breaks down the school into layers that can be inspected on site.

Therefore, the audit does not start in the table. It starts with doors, people movement, blind spots, signals and deciding who will do what in an emergency.
