A soft target in practice
Practical output
Methodology MV ČR must be converted into a specific operation. A hospital reception looks different, a theater, a library or a sports field looks different.

What the MV ČR methodology means by a soft target. Attack types (armed attacker, vehicle, IED, secondary attack), attacker types (instrumental, expressive, psychotic).

Practical exercise in assessing your own organization. Entrances, internal zones, evacuation routes, collection points. Modeling scenarios adapted to the type of traffic.

Role of reception, security, first staff — threat recognition, de-escalation, notification, coordination with management. No heroic role, but a structured response.

What the Police of the Czech Republic and HZS need in the first minutes. Structured communication by phone, transfer of identification information, taking over communication by a professional negotiator.

A safe model with extras in your building. Three rounds, after each debrief. No dummy attacks, no bullying pressure — a structured decision-making exercise.

Security plan, coordination plan with IZS, incident records. After-Action Review. Crisis communication with staff, clients and the media.

A soft target is a publicly accessible object with a high concentration of people and a low level of technical security. Typically: schools, hospitals, theaters, libraries, social services, offices, sports fields. The security of these places depends primarily on people and procedures, not on physical barriers.
An active attacker is one particular type of threat. Protection of soft targets is a broader category including secondary attacks, crisis communication, documentation, coordination with IZS and business continuity. We recommend starting with general soft target protection training and supplementing it with specialized active attacker training for frontline personnel.
We audited and trained the Czech Radio (soft target threat analysis), the National Theater (security assessment), the Office of the Public Defender of Rights (audit + staff training) and other institutions. We provide specific references (under NDA) upon request.
For any organization that meets the definition of a soft target. It makes the most sense for institutions with the first line (reception, security, health workers) and for management responsible for crisis preparedness. For smaller organizations, 1 day is sufficient, larger institutions typically require a 2-day program.
